Northern Regional Housing Authority

Renovation of 12 Public Housing Units

October 9, 2017

The Northern Regional Housing Authority (NRHA), located at 525 Ranchitos Road, Unit 962, Taos, New Mexico, currently manages 205 Public Housing Units. As a part of our social mission and federal mandate, NRHA is committed to maintaining the housing units under contract in decent, safe and sanitary condition while providing additional upgrades and improvements as feasible, utilizing Federal Capital Fund Program (CFP) monies when available.

NRHA is currently seeking BIDS for renovation of twelve (12) housing units that have extensive damage including but not limited to: drywall damage to walls; ceiling drywall damage; water damage affecting walls; water damage affecting tile flooring on slab foundations; water damage on flooring affecting wood sub-floor and floor joists; mold or extended conditions of humidity that would likely create mold; damage due to vandalism; broken windows and/or exterior door frames INCLUDING doors and window and/OR door screen damage.

A general breakdown of the contractor and quote requirements are listed below. Pictures of all but two units and a more detailed description of the damage of each unit are included in the addendum. Contractors should not rely solely on our descriptions/photos for their Bids; contractors are encouraged to inspect each unit thoroughly and quote accordingly, as change orders will not be allowed if due to lack of adequate inspection by the contractor.

GENERAL

Scope of Work:  The work for this project shall be as outlined in, but not limited to, the following:

  1. Obtain and pay for New Mexico State /Local Permits and Inspections Fees
  2. Removal and proper disposal of all damaged and unwanted materials
  3. Mold remediation where needed
  4. Replace drywall, tape, sand, texture and prime and paint, using a mold-resistant primer as needed
  5. Replace doors in units where indicated, supplied by NRHA.
  6. All interior walls, ceilings, doors and trim are to be painted with NRHA-supplied paint.
  7.  Demo old flooring, prep floor and re-tile all with NRHA-supplied VCT tile and glue.
  8. Remove old kitchen cabinets and sink and replace with similar size and configuration as original, with quality equal to or better than the model and brand shown on Appendix A in this packet.
  9. Remove bathroom components and replace with new- specifications outlined in Appendix B.
  10. Clean all surfaces and floors of residual dust, dirt for move-in readiness.

THE WORK

NRHA REQUIRES the completed units to be move-in ready, with all surfaces clean. The work shall be accomplished in such a manner which will render the project complete in the time allocated using all necessary equipment, labor, skills, safety measures, precautions, and proper supervision and construction disciplines to provide quality materials, equipment, finishes to include all items, necessary and implied in the contract documents toward satisfactory acceptance of the intended results.

MATERIALS

All materials used must be construction-grade quality, and of similar thickness and durability as the original materials. In areas where Code calls for mold-resistant wall board, Contractor shall use the required material. Contractor will be responsible for procurement, delivery, storage and payment for all materials needed, EXCEPT for:

  • Interior paint
  • VCT tile and glue
  • Interior and exterior doors and door hardware

These will be supplied to the contractor by NRHA, as NRHA desires to have standardized paint color and finish, consistency in tiles throughout our developments, and same style doors and hardware and has them in stock. Most doors are drilled for door handles and deadbolts, however some may need to be trimmed to width to fit slightly undersized frames. If a given doorway requires a new frame, contractor shall supply the frame or framing materials and construct and install the frame. All doors and door hardware needed for a unit can be on hand at the start of the project or delivered when needed.

STANDARDS

Work shall be performed in accordance with state and local codes and regulations; quality of standards and professionalism shall be respected, confirmed against specifications contained herein.

Materials and products shall be handled and applied as per manufacturer’s instructions and in accordance with their current recommendations.

Corrective work, if required due to damage or substandard work caused by the Contractor’s forces, shall be executed with best trade practices at no additional costs to NRHA.

Rules Governing Work:  Perform all work in accordance with applicable provisions of current local, state, and national codes, rules, and laws having jurisdiction, including, but not limited to the following: Federal, State and Local Regulations; New Mexico Environmental Improvement Regulations; Occupational Safety and Health Act.

Bidders are advised that the specifications of the Project require that Davis-Bacon federal wage rates be paid for labor.  Any state labor wage rates that exceed the corresponding federal rate is inapplicable and shall not be enforced.  (Federal Register August 10, 1988, 24 CFR Part 905, 941, 965 & 968).

The state procurement code, sections 13-1-28 NMSA 1978, imposes civil and misdemeanor criminal penalties for its violation.  In addition, the New Mexico criminal statutes impose felony penalties for bribes, gratuities, and kick-backs.

SITE INVESTIGATION

Site Investigation will be scheduled for Monday, October 16th. Call for appointment times. The Contractor shall investigate and familiarize himself as to the conditions of the work, including but not restricted to, those bearing upon transportation, disposal, handling and storage of materials, availability of labor, water, electric power, roads, and uncertainties of weather, the character of equipment and facilities needed preliminary to and during prosecution of the work.  Any failure by the contractor to acquaint himself with the available information will not relieve him from the responsibility for estimating properly the difficulty or cost of successfully performing the work. NRHA assumes no responsibility for any conclusions or interpretations made by the contractor including those provided by information made available by the contactor’s Engineer.

PRIORITY OF THE ORDER OF UNIT COMPLETION

NRHA requires that Contractor begins and completes work on the least damaged units first, thus allowing NRHA to house tenants quickly. Therefore, work should be prioritized to save the most heavily damaged units for last, as is most practicable for the contractor, given location and other factors.

TIMING AND DELIVERY OF THE BIDS

Sealed Bids must be received by close of Business (COB) on Thursday October 19, 2017 at NRHA’s main office either hand-delivered, or by email to rfrey.nrha@gmail.com, or by mail (registered mail is recommended). Late Bids will not be considered. If emailed, Bid Bond must be received by COB on October 19th.

BID BOND IS REQUIRED

Bid security in an amount of not less than three percent (3%) of the total amount of the bid submitted is required of each bidder.  An acceptable Bidder’s Bond must accompany each bid as a guarantee that, if awarded the contract, the bidder will enter into a contract promptly and execute the required Contract Documents. Contractors must have current licenses required by the state of NM and such insurance required by NRHA.

The successful bidder’s security will be retained until they have signed the contract.  NRHA reserves the right to retain the security of the next lowest bidder until the lowest bidder enters into a contract or until thirty (30) days after the bid opening, whichever is shorter.  Other bid security will be returned within seven (7) days of the bid opening.  If any bidder refuses to enter into a contract, NRHA will retain their bid security as liquidated damages.

QUALITY OF THE BIDS

Contractors are encouraged, but not required, to use our Bid sheet sample as is, or as a template to ensure that all details are adequately addressed and to ensure that all Bids can be fairly evaluated using standardized terms. The Bid sheet is included in the contractor Bid packet.

BID OPENING

Bids will be opened on Friday October 20th at 9 AM at the NRHA Main Office located at 525 Ranchitos Road, Unit 962, Taos, NM 87571

AWARD OF THE CONTRACT

Pursuant to the Bid requirements and NRHA’S right to reject all late, incomplete, illegible or lowballed Bids, awarding of the contract will take place within two (2) business days after Bid Opening.

PERMITS AND FEES 

The Contractor shall secure and pay for all building permits and all fees required for performance of his portion of the Work.

INVOICING, TAXES AND PAYMENTS

NRHA is a non-profit tax-exempt government entity, therefore labor should be taxed, but not materials. Invoices need to list the taxable and non-taxable items separately. Gross Receipts Taxes:  In accordance with the New Mexico Procurement Code (NMSA 1987, 13-1-108), the Gross Receipts Tax is excluded from the Contract Sum but shall be included on each filing for a request for payment and is to be paid to the Contractor by NRHA in the percentile applicable at the time of billing. Payment will be made as follows: One third of the total contract after one week of project start; one third at 70% completion; one third upon completion of work and final inspection, and submittal of all HUD-required documents and certified payroll reports.

PROTECTION

The Contractor shall, at all times, safely guard NRHA’S property and adjacent property and protect personnel from injury or loss in connection with this contract. All guard fences and other facilities required must be provided and maintained, and must meet the requirements of the regulatory agencies.

Use standard approved signs and barricades for traffic direction in accordance with the Manual of Uniform Traffic Control Devices.

The areas to be addressed include access routes to occupied units. All work shall be performed in such a manner and with such temporary facilities to cause the least possible interference to the access of neighboring residents.

Contractor’s vehicles shall be confined to areas designated by the Contracting Officer and shall move cautiously into and around the site.

Contractor’s personnel shall refrain from any association with the public and shall avoid any yelling, loud and abusive language or loud music.

TEMPORARY UTILITIES

Each unit to be worked on will have water and electricity for construction.  The Contractor shall ascertain the availability, make temporary connections and remove it upon completion.  He shall be prudent in the use of all the utilities and avoid waste or damage to it.

STORAGE OF MATERIALS

Storage of materials for the performance of the work shall be confined to areas of construction or a storage facility designated to be acceptable.

Materials designated to be disposed shall not be stored except to accumulate for periodic hauling to an environmentally suitable disposal site.

The Contractor is responsible for disposal and shall ascertain the location, requirements, and fees of the legal disposal areas and shall be responsible for conforming to the rules and payment for disposal.

OPERATIONS

Operations of the Contractor shall be confined to areas approved by NRHA.  Contractor shall hold and save NRHA harmless from liabilities arising from the use, trespass, and damages occasioned by his operations.

Damages:  Contractor shall be responsible for the damages to and resulting from the project until such a time the project is accepted by NRHA

Restriction of Work: Contractor operations shall be restricted to working on only areas that can be protected and safely secured during non-working hours.

OBSERVATION

The Contractor shall notify NRHA of any condition requiring investigation or observation prior to continued operation, at least 48 hours prior to such operation.

NRHA shall inspect the project operations for proper materials, operation, and quality of work. Deficient work will be reported in writing to the contractor, corrected, and re-inspected by NRHA prior to final payment.

PROTECTION OF WORK

Work completed or materials on site shall be protected from damage by weather and secured from theft.  Failure to cover or protect work shall constitute neglect and result in replacement at the Contractor’s expense.

CLEAN-UP

The Contractor shall clean up DAILY all areas affected by construction, re-touch paint finishes, remove stains, spots, marks, dirt and trash.  The Contractor shall also comply with all special cleaning instructions contained in the Specifications or in the manufacturer’s data.
